CITB Levy Secures Industry Backing for 2026–29

The Construction Industry Training Board (CITB) has confirmed that its training levy will continue for the 2026–29 period, following strong support from employers during the latest Consensus process. This decision ensures ongoing investment in skills development across the UK construction sector.
Consensus Outcome
In the Consensus process, 67.2% of levy-paying employers agreed with the proposed levy arrangements, surpassing the required threshold for continuation. Additionally, 72% of the total levy value was represented by supportive employers, meeting both criteria for consensus.
Levy Rates and Thresholds
The levy rates will remain unchanged:
0.35% on PAYE
1.25% on net paid (taxable) CIS subcontractors
However, adjustments have been made to the thresholds:
The exemption threshold increases to £150,000, meaning employers with a wage bill below this amount are exempt from paying the levy.
The reduction threshold rises to £500,000, allowing employers with wage bills between £150,000 and £500,000 to receive a 50% reduction in their levy assessment.
Industry Support and Dissent
The consensus received backing from 12 of the 14 prescribed organizations representing various sectors within the construction industry. Notably, the National Federation of Builders and the Finishes and Interiors Sector voted against the proposals, citing concerns over the levy’s effectiveness and value for money.
