Medcem to Establish £35M Low-Carbon Cement Terminal at Liverpool's Gladstone Dock

Turkish cement producer Medcem is set to invest £35 million in constructing a deep-water cement terminal at the former P&O site at Gladstone Dock in the Port of Liverpool. Construction is scheduled to commence at the end of May, with completion anticipated by mid-2026.


The initial phase of the project will feature four silos with a combined storage capacity of 45,000 tonnes, designed to handle both cement and supplementary cementitious materials (SCMs). SCMs, such as fly ash and granulated blast furnace slag, are essential components in producing low-carbon concrete, reducing reliance on traditional Portland cement and lowering greenhouse gas emissions.


The 5.75-acre site allows for future expansion and increased storage capacity in subsequent phases, according to Peel Ports, the owner of the port.

This development marks Medcem's second terminal in the UK. Last year, Invicta Solutions, a joint venture between Nova Cement (Medcem’s UK operation) and local firm Brett Group, opened a facility in Sheerness to import SCMs to the UK.
