FM Conway Wins Westminster Highways Contract Worth £52m a Year

Westminster City Council has appointed FM Conway to run its road network, and the Westminster highways contract is worth roughly £52m each year across an initial term of eight and a half years. FM Conway, part of VINCI Construction, took two further road maintenance contracts with the London Borough of Bromley in the same round, giving one contractor a long book of work across two very different London boroughs.
What the Westminster highways contract covers
The scope is broad rather than deep. It runs from design and construction through to inspection and maintenance of public road infrastructure across the borough, covering carriageway surfaces, pedestrian crossings, public lighting, drainage, bridges and structures. The initial term of eight and a half years carries an extension clause for a further four years.
Work the annual figure through and the initial term is worth about £442m, rising to roughly £650m if the extension is taken up.
One point is worth flagging, because it affects how you size the opportunity. VINCI Construction announced £52m each year on 6 July 2026. Construction News reported the same award in June 2026 as a £1.25bn Westminster highways deal. The two figures have not been publicly reconciled. Treat the annual spend as the firm number for supply chain planning, and treat the larger headline as covering wider or longer scope until the council publishes a full contract value.
The Bromley awards alongside it
Bromley awarded FM Conway two contracts covering road maintenance services plus planned and emergency road works. Each is worth in the region of £7m a year, on an initial six-year term with the option of four further years.
Smaller money, same structure: long term, annual drawdown, and emergency response built into the obligation rather than priced as an extra.
Delivery partners and key stakeholders
Westminster City Council: client and highway authority for one of the most heavily trafficked and politically visible borough networks in the country.
London Borough of Bromley: client for the two maintenance contracts, an outer London borough with a far more dispersed network.
FM Conway: contracting party on all three awards, delivering design, construction, inspection and maintenance.
VINCI Construction: parent group, giving FM Conway the balance sheet depth that matters when a client commits to a twelve-and-a-half-year relationship.
Why long-term term contracts change the commercial game
A term contract of this length is not a project win, it is an annuity. That changes what the client is buying and what the contractor has to prove.
Councils procuring on this basis are buying predictability: a single accountable party, a known annual cost envelope, and someone who answers the phone when a bridge parapet is hit at 2am. Price still matters, but demonstrated capability to hold a network together over a decade matters more.
For anyone below the principal contractor, the opportunity sits in three places. Specialist packages the principal will not self-deliver, including structures inspection, drainage rehabilitation and lighting electrical work. Materials supply, where FM Conway own capability limits some of it but not all. And surge capacity, because emergency obligations across two boroughs cannot be resourced from a standing crew alone.
What to do about it
Get on the supply chain register before the mobilisation period ends, not after. The early months are when a principal contractor is most open to new names, because it is still building coverage against obligations it has just signed up to.
Understand the payment mechanism before you price. Term maintenance work is measured, valued and certified on a rhythm, often monthly, and your cashflow is set by how well you evidence what you did rather than by what you agreed to do. Poor records on term work are the fastest route to a disputed valuation.
Read the notice provisions. Long contracts create long lists of things that must be notified within a fixed period, and entitlement on maintenance frameworks is lost through missed clocks far more often than through weak arguments.
Finally, size the prize honestly. Twelve and a half years of committed spend across Westminster and Bromley is a serious pipeline, but it is spread thin and delivered against tight urban constraints, night working restrictions and traffic management costs that will erode a naive rate.
