Costain Wins United Utilities Contract Extension Through to the End of AMP8

Costain has secured a three-year United Utilities contract extension, announced on 15 July 2026, taking its managed service provider partnership to a full ten-year term and covering the remainder of the AMP8 regulatory period to 2030. Panmure Liberum estimates the extension is worth in the region of £200m. It is a quiet award compared with a giga-project headline, and it is a far better guide to how UK water work is actually won.
What the United Utilities contract extension covers
Costain manages and delivers capital maintenance across the United Utilities water, wastewater and bioresources assets in North West England. The scope includes planned capital maintenance schemes and a 24-hour reactive service.
The track record cited alongside the award is the part worth studying. Since appointment in 2019, Costain has delivered more than 900 capital maintenance schemes, around 9,000 reactive maintenance activities, and more than 160 regulatory commitments achieved ahead of schedule.
That last figure is the one that won the extension. Regulatory commitments delivered early is precisely the metric a water company is judged on by Ofwat, and a contractor who moves that number is not a supplier, they are a means of avoiding a penalty.
Matt Bateman, water sector director at Costain, described the extension as testament to a track record of delivering predictably and consistently. John Welch, commercial director at United Utilities, said the company was pleased to cement the relationship as Costain supports its most ambitious programme yet.
The AMP8 context
AMP8 runs from 2025 to 2030 and it is the largest investment cycle the UK water sector has run. United Utilities is reported to be investing in the region of £13.5bn in water and wastewater infrastructure across the period. The relationship also carries an option for further work into AMP9, which ends in 2035.
For anyone selling into water, the structural point is this. The money is real and it is committed against a regulatory settlement, not against a developer funding round. That makes water the most reliable large-scale workload in UK construction right now, and it is why so many contractors are repositioning towards it.
The catch is that AMP8 spending is being delivered largely through long frameworks awarded before or early in the cycle. By the middle of 2026, the principal contractor positions are substantially filled. The route in is now the supply chain, not the framework.

Why predictable beats cheap on regulated work
There is a lesson in this award that transfers well beyond water.
United Utilities extended rather than retendered. Retendering a capital maintenance service mid-cycle would have released a competitive price and cost the company delivery momentum at exactly the point in AMP8 where it cannot afford to lose any. Faced with that trade-off, a regulated client will pay for continuity nearly every time.
If you want to be extended rather than replaced, the evidence you need is not a lower rate. It is a documented record of hitting programme dates and regulatory commitments, and the reporting discipline to prove it without your client having to assemble the case themselves.
What to do about it
Target the supply chain, not the framework. Principal contractor slots on AMP8 are largely allocated. Specialist packages, mechanical and electrical work, instrumentation, civils on treatment assets and reactive capacity are all still moving.
Build your evidence base now. Track your own delivered-to-programme performance in a form a client can lift straight into their own reporting. Contractors who can hand over clean data get extended.
Understand the contract mechanics. Water frameworks in the UK run heavily on NEC forms, where entitlement to time and money is governed by strict notification periods. On a ten-year relationship, a pattern of late notices costs far more than any single event.
Plan for AMP9. The option to extend to 2035 tells you clients are already thinking a cycle ahead. So should your prequalification strategy.
